Il Piano di Sviluppo per il Distretto 9 di Herat in Afghanistan è il risultato di un lungo e intenso rapporto di collaborazione, avviato nel 2004, tra l’Università di Firenze e il Consiglio Comunale, il Dipartimento per lo sviluppo urbano e l’Università di Herat.
Nel 2013, con il sostegno finanziario della Direzione Generale per la Cooperazione allo Sviluppo (DGCS) del Ministero degli Affari Esteri italiano, questa collaborazione ha portato al nuovo Masterplan strategico per la città di Herat, sulla base di un programma sistematico di analisi e ricerca sull’area urbana.
Il Piano di Sviluppo per il Distretto 9 rappresenta, insieme con il Piano Urbano Mobilità Sostenibile Herat, la prima implementazione del Masterplan strategico. Entrambi i piani di attuazione sono stati sostenuti finanziariamente dalla DGCS.
I piani di attuazione derivano da un approccio progettuale che, lungi dall’essere basato su una visione statica di spazio urbano, si propone di sfruttare gli aspetti più significativi di cambiamento e sviluppo, garantendo allo stesso tempo il rispetto delle specificità geografiche, culturali e degli aspetti sociali del territorio nell’ambito di un approccio multidisciplinare.
This Development Plan for Herat District 9 is the result of a long and intense collaborative relationship between the University of Florence and the University, the Department for Urban Development and the Municipal Council of Herat, set in motion in 2004.
In 2013, with the financial support of the Direzione Generale per la Cooperazione allo Sviluppo (DGCS) of the Italian Ministry of Foreign Affairs, this cooperation brought about the new Strategic Masterplan for the city of Herat, based on a systematic program of analysis and research on the urban area.
The Development Plan for District 9 represents, together with the Herat Sustainable Urban Mobility Plan, the first implementation of the Strategic Masterplan. Both implementation plans have been financially supported by the DGCS.
The implementation plans result from a planning approach that, far from being based on a static vision of urban space, aims to harness the most significant aspects of change and development, ensuring, at the same time, the deepest consideration of the specific geographic, cultural and social aspects of the area within a multidisciplinary approach.
